DIGSI 4.94 is not compatible with Windows 11 (officially), though some users have reported success in compatibility mode. For critical substation work, stick to Windows 10.
Check if the relay supports IEC 61850 (SIPROTEC 4 does, but requires a COMSET file). Also, disable firewall and use a static IP in the same subnet. digsi 4.94 download
